This process is a bit complicated, but I did it without a guide, so you'll figure it out too. Llanfair Tech Workshop is located by the sunglasses stand, all the way west and one north from Cloud Court. Here you'll need to buy repair manuals to study (You'll eventually forget these over time and have to study them again, and you can find out which you know by typing REPAIR. Try to get everything into the expert catagory, though you don't have to to start repairing). Next, you'll need a tool belt. You'll have to wear this tool belt to repair gadgets. Fill it up with the handheld tools if you want, though you'll find some of them in the workrooms. A lot of parts can be fixed just by cleaning. You'll need no special tools for that because it comes in the belts already.

Some parts you'll need power tools to fix, and these you can find in rentable rooms. Just ASK CID ABOUT ROOM to find out what rooms are free and then REGISTER color WORKROOM FOR # HOURS. You can have a workroom up to four hours at a time. Like Alchemy labs, you can ASK CID ABOUT EXTENSION in the last hour to extend your time.
Repairing parts is simple. Just be sure you're near a tool you'll need to use and REPAIR the part until you've finished. You'll get a message if you're not.
In addition to improving the useability of a gadget part (to perfect), repairing a part can also improve its quality slightly (at Zap's skill level, higher skill may get more improvement). From low to lower-than-average, and from average to better-than-average.
Another note for the parts section: It behooves you to use the tech workrooms for repairs. You will get the full benefit from repairing by having the proper tools, such as a soldering iron. A shoddy pipe repaired by hand is still a low-quality shoddy pipe. However, a shoddy pipe repaired in the workroom (with the soldering gun) becomes a reinforced pipe, and the quality improves (from low to lower-than-average, for Zap's skill level). As you get better at repair, you'll be able to repair to a better quality. Please note: If another person repairs something completely, you can not repair it again to increase it's quality.
(Pipes and tubes are 'technically' the same thing according to Drake and you'll need the pipe manual to study them. You can not repair plastic chips, light bulbs, or fuze kits so I suggest you only keep high quality items.)
UPDATE: You can now ask Rio Ceres to refill the supplies in your tool container. Just ASK RIO ABOUT SUPPLIES.
