these are things i think NPCs should know, just to make them more than mindless bots
things all NPCs should reply to:
name (who are they - randomly genned name for the NPC civilians or just repeat the name they're given)
location (something about where they are, llanfair, chodaku, a sector, underground, whatever)
race (at least their own?)
RUMOR (i'd love for rumors to exist. maybe performers and crats can anonymously slip them into the system along with whatever GMs want to put in, too)
profession (if they have one)
llanfair civilians:
z'dan
prince
LACAD civilians:
LACAD
Gawyn
research
[elite] royal guards:
z'dan
prince
guard

One of the difficulties of NPC's as-is, is that they are sometimes a real chore to configure, and this is such a case. Although we could blanket modify NPC's as a whole to respond equally to certain things (this has at least one technical pitfall I can think of, though), much of the AI for a specific NPC either has to be programmed, or we have to do things like copy and paste many answers for slight variations on the same topic.
I completely modified how NPC queries work in Live, and I think it will make this a lot easier. A lot of the database bloat won't exist because the data for queries will be stored in it's own special place in the world (i.e. in flat files in a directory on the server instead of in the game database itself.)
I do agree that NPC's should respond more reasonably, though I think that there's always going to be the humorous angle that the NPC's designer overlooked, such as asking a fisherman about fish and having a generic "huh?" response. _________________ "Wise men talk because they have something to say; fools, because they have to say something." -- Plato

I really, really like the idea of a RUMORS system.
I have absolutely no idea how you would implement it without it getting abusive and otherwise out of control, though.

i don't think there are that many performers/crats who would abuse it.
