Are these buggy or just hard to work with?

I looked all over Llanfair, the abandoned park and out the east gate and all I kept getting was:

*EDIT* This is with TAILORED caches only. The storebought one works 100% ok.

Not about caches but questions in general.

1. I know you need a Blunt weapons minimum to Pistolwhip someone, but is the Blackjack/Pistolwhip entirely dependant of blunt weapons?

2. Is Hamstring just supposed to be a leg-striker? Because if it's meant to topple opponents, this is a rare occurance for me. All it really does is strike at legs and feet for me.

So I traded in both my daggers (Bye-bye rogue image) and picked up one of those Etars, and I'm hamstringing everything to high hell. Cutting knees, and slashing tendons. I am still curious why I never did this with my daggers, but I wrote it off as successful hamstringing requires a high damage output. My blackjacking still only happens every once in a blue polka-dotted moon, but I'm not complaining.
