I asked regarding this via Trevor (GM): Anyone know where I can sell straps without taking a loss? I tried several places in Llanfair, only place that takes them is the pawn shop but at a significant loss. Doesn't even cover the cost of materials.
I did find out that the straps are for musical instruments, so the musicians can wear their instruments.

as far as i'm aware, there isn't a place that takes straps (or washcloths, i think) at a premium.

The strap isn't considered an article of clothing, since its main function is to be attached to an instrument. You might want to try tailoring something else if you were wanting to sell it for some cash.
