Had a nice long post, but the system ate it. To recap shortly:
My 2 cents (value may vary in some states):
In my opinion having rerolled twice (once at 7th or so) and having used a few reallocates before finding myself blissful in my current profession, I would say the valid cutoff for such things in today's setup should be around lvl 10.
That being said, with the new skill system in place, reroll should just about suffice in all situations. This assumes ofcourse stat documentation is compiled and placed in the help sections, as right now I doupt any new soul to Haelrahv is going to stumble upon all of the information available (both in the news as well as in posts on this board) before they train.
As for those who jump profession then back after gaining from some new system; forcing an auto-reroll likely would take about 20 seconds of the staffs time, and probably is the proper solution.
All of the above is my opinion and thus not valid in Nevada, Hawaii and large portions of New York.
