I wouldn't say they make "a lot more" sense. With "max" appraisal, you still get quite a lot of variation in an item's appraised value. Just did a little testing... with (202) appraisal, I get +/-10% of the true value of an item. That's hardly "dead on."
Of course, it could be my less than perfect mentals. Or maybe you just need more skill than most people can get before 100.
