It was put in so that low level players can only gain so much from exceptionally good weapons. The quality level of the weapon benefits you one a sliding scale based on your skill with that weapon.

Are bonuses factored into the scale?
for instance the rifle +10 to pulse, or an Airaece +10 to bladed
ect..

Edit:not dissatisified at all with the damage being done now at all
was just curious how it worked.

Yes, any bonuses you possess due to profession, items, etc. apply to the quality modifier.

At this time only weapons and only in their damage rating aspect. You never outgrow how much you can master a weapon currently, so there is no hard cap. More skill = more benefit from a quality weapon.
