Not minimally to a much of a degree, no. The only "major" effect I've noticed with it is the hinderance to one's balance (both gaining and maintaining it).

Not that anyone asked, but just for fun here are the levels of encumbrance. I've been meaning to post these anyway.
not encumbered
minimally encumbered
slightly encumbered
somewhat encumbered
encumbered
fairly burdened by encumbrance
burdened by encumbrance
quite burdened by encumbrance
very burdened by encumbrance
heavily burdened by encumbrance
so encumbered, it's a miracle you can move at all! |

Ive noticed a huge difference starting at somewhat and going downhill from there.

I have noticed a difference even between not encumberd and Minimally encumbered. Things that cant hit me at not encumbered start hitting me as soon as I pick up a box or something... *mutters something about weak medics*
